Utume's father, made R. Limentani into a citizen for his contributions towards The Vault. Few, if indeed nobody else knows the inside of the vault like Limentani. He's in charge of general maintenance, and has a group of talented technicians serving under him.
His responsibility is a heavy burden, for The Vault is a complicated and vast machine made up of smaller machines. Although he's not a member of the assembly, he has the authority to summon a meeting if needs be.
